The City of Laguna Beach is a full-service City that operates under the Council-Manager form of government. Meaning, the City Council provides overall policy direction and appoints a City Manager to implement the policies. In turn, the City Manager forms an executive team to direct the departments that service the community. The City Manager’s Office coordinates policy implementation, oversees the City's administrative function, and provides leadership for operational departments.
Message from Shohreh Dupuis, City Manager
Welcome to the City of Laguna Beach!
Laguna Beach is home to over 23,000 residents and welcomes an estimated 6.5 million visitors each year to our sandy beaches and picturesque coastal hills and open space. With 25 parks and 8 miles of coastline, Laguna Beach is perfect for walking, hiking, swimming, surfing, biking or just relaxing at the beach! With being home to several art galleries, art festivals, many local artists, and an art and design college and an art museum, Laguna Beach is also an artist’s dream town.
The City provides a full range of services including public works, water quality and sewer, police, fire, marine safety, and a free Trolley & neighborhood shared ride vans. Public safety is vital to our City and our Police Department, Fire Department and Marine Safety Department provide outstanding protection and service.
Our small businesses, restaurants, hotels, and arts organizations all contribute to making the Laguna Beach economy strong. Thriving new outdoor dining areas throughout the City and the outdoor Promenade on Forest have infused new energy into the Downtown area and beyond. Unique shops and restaurants are popping up in North Laguna, South Laguna, and our HIP District. The resiliency and determination of our residents, businesses, festivals, and City staff to overcome recent challenges continues to amaze me.
The Laguna Beach Unified School District is outstanding and consists of two elementary schools, a middle school, and a high school. The community is also home to Mission Hospital Laguna Beach. All these entities continually strive to provide exceptional service levels and outstanding facilities.
I am proud to share that the City continues to be a leader in environmental protection with our Marine Protection Zone and now as a Plastic-Free City through our new Neighborhood & Environmental Protection Plan in addition to being a Smoke-Free City.
I’ve had a passion for Laguna Beach for many years and I always wanted to live and work in a beach community, with a career goal of becoming a City Manager. I feel very fortunate to be able to realize that dream in a City like Laguna Beach.
Like everyone in Orange County, I love the beauty of Laguna – be it the outdoor areas, nature trails and parks and our beautiful beaches. I am a nature lover so being outside and enjoying the beauty of our natural environment energizes me and gives me peace. Though our natural setting is spectacular, it’s the kindness of the people who live and work here that really make Laguna Beach the most beautiful City in Orange County.
Our residents, City Council and City staff join me in welcoming you to our town!
