All active assessment districts within the City of Laguna Beach were formed to underground utilities in specific areas throughout the City. After a district is formed, the Public Works department facilitates the design and construction of the project while the City Treasurer administers the funding and finance components of the district. Property owners within a district have the option to pay for the improvements prior to the construction or utilize a municipal financing tool. When applicable, the City Treasurer assists in arranging the financing using various tools including municipal bonds, private placement or loan.

The City Treasurer monitors interest rates and will refinance the district if it is determined that homeowners can save at least 3% in each remaining year of the loan after payment of the new cost of issuance.
