Per the California Building Code, residents and businesses must obtain permits prior to constructing, enlarging, altering, repairing, moving, demolishing, or changing a building, or an electrical, mechanical, or plumbing system.

All construction projects, whether or not they are issued permits, must comply with City regulations about construction.
