The use of electrical or gasoline powered blowers, such as commonly used by gardeners and other persons for cleaning lawns, yards, driveways, gutters and other property is prohibited at any time within the city limits.

(E)  Exceptions. The provisions of this section shall not apply to the following:

(1)  Emergency property maintenance authorized by the building official;

(2)  The maintenance, repair or improvement of any public work or facility by public employees, by any person or persons acting pursuant to a public works contract, or by any person or persons performing such work or pursuant to the direction of, or on behalf of, any public agency; provided, however, this exception shall not apply to the city of Laguna Beach, or its employees, contractors or agents, unless:

(a)   The city manager or department director determines that the maintenance, repair or improvement is immediately necessary to maintain public service,

(b)  The maintenance, repair or improvement is of a nature that cannot feasibly be conducted during normal business hours, or

(c)   The city council has approved project specifications, contract provisions, or an environmental document that specifically authorizes maintenance during hours of the day which would otherwise be prohibited pursuant to this section;

(3)  Any maintenance that complies with the noise limits specified in Section 7.25.040 of this chapter;

(4)  Maintenance activities for certain public benefit nonprofit art organizations, specifically the Sawdust Festival, Art-A-Fair and the Laguna Art Museum, shall be permitted between the hours of 8:00 a.m. and 10:00 p.m. Monday through Friday, 8:00 a.m. and 8:00 p.m. on Saturday and Sunday.

Vegetation growing into the right-of-way or blocking directional/street signage can be addressed by contacting our office.  Overgrown vegetation blocking views will be subject to verification through a View Preservation, Restoration of View, Hedge Height Claim, or Design Review approved landscape plan. Tree branches extending onto adjacent private property are to be addressed civilly amongst neighbors.

The Code Enforcement Division does not regulate the following as many of these are considered civil issues:

• Overgrown vegetation, foliage, or tree branches from one private property to another
• Lawn furniture and umbrellas
• Portable BBQ's and fireplaces (Fire Department may be able to enforce).
• EZ-Up type canopies (except if used as a carport).
• Potted plants of any size
• Flags (unless there is a new flagpole structurally installed in the ground which is treated as a structure and requires approval).
• Small, portable swing sets and 'minor' play equipment (unless they are tree houses and play houses in excess of 120 square feet and higher than 12 feet).
