The Laguna Beach City Council will consider a proposed Commercial District Beautification/Property Maintenance Ordinance at its January 9, 2024, City Council meeting. The proposed Ordinance would establish minimum property maintenance standards for all commercial properties within the City of Laguna Beach. It would also allow the City to enforce the standards and offer incentives to property owners to assist with compliance.   

The purpose of this program is to ensure the maintenance and upkeep of commercial properties, thereby promoting a safe, clean, and visually appealing business environment. It aims to enhance property values, promote economic development, and maintain a high quality of life for residents and visitors.     

Maintenance Requirements

The Ordinance proposes that all commercial properties, including vacant properties, be maintained in a clean, safe, visually appealing condition at all times, at the responsibility of the property’s owner.  This includes building exteriors, including walls, roofs, windows, doors, etc., which shall be kept in good repair, free from deterioration, damage, and peeling paint. Sidewalks, parking areas, the back of the house and delivery areas, and other paved surfaces shall be well-maintained, cleaned regularly, free from cracks, potholes, trash, and other potential hazards, and should not be used to store surplus items. Landscaping, including trees, shrubs, and lawns, shall be regularly maintained, ensuring a neat appearance at all times.

Incentives and Support

The Ordinance includes incentives and support to encourage compliance:

• Waiving City Fees: The City may waive applicable fees associated with property maintenance-related improvements by the property owner or tenant that resolves violations of this ordinance.

• Recognition and Awards: The City will establish recognition programs or awards to acknowledge property owners or tenants and promote exemplary commercial properties that consistently maintain high upkeep standards.

• Education and Resources: The City will provide educational resources, guidelines, and information to support commercial property owners and tenants in understanding and fulfilling their maintenance responsibilities under this ordinance.
