Revised Assessment District Loan Deferment Program, approved by City Council on December 12, 2023

 Project Description

AD 2014-2 is a utility undergrounding assessment district.  The district was petitioned in 2014 for portions of the Woods Cove neighborhood for the purpose of removing all utility poles and placing existing, overhead utilities underground.

On December 12, assessment ballots for the Woods Cove Underground Utility Assessment District 2014-2 were tabulated at the City Council meeting. The results were 61% in favor of forming the assessment district and 39% in opposition. Based on the results, City Council adopted a resolution approving the project and awarded a construction contract to Hot Line Construction to perform the work. Schedule

Engineering designs and construction bidding have been completed. The proposed schedule for the Woods Cove project is as follows:

• September 14, 2023 - Districtwide Assessment Workshop, 6:00 p.m. at Community and Susi Q Center 
• September 26, 2023 - City Council Meeting to Adopt Resolution of Intention and Resolution to Preliminarily Approve the Engineer's Report
• October 20, 2023  - Ballots mailed to affected property owners
• December 12, 2023 - City Council Meeting Public Hearing and Tally of Ballots
• December 28, 2023 through February 22, 2024 - Cash Collections & Qualification Period for Loan Deferment Program
• Q1/Q2 2024 - Sale of Bonds
• Summer 2024 -  Begin Construction
