The City's Local Coastal Program (LCP) was certified by the California Coastal Commission on January 13, 1993. The LCP delegates the Coastal Development Permit (CDP) authority from the Coastal Commission to the City. However, the following areas that are not covered by the LCP, in which the CDP reviews remain under the Coastal Commission's jurisdiction: Blue Lagoon, Lower Irvine Cove, and Three Arch Bay.
